The Kitimat LNG Project (KLNG Project) has been authorized by BC Environmental Assessment Office (BCEAO) (Environmental Assessment Certificate E06-01) to be developed, operated, and decommissioned at the Bish Cove site on Haisla Nation reserve located 16km south of the town of Kitimat BC. The proposed KLNG Project includes a liquefied natural gas (LNG) plant, marine terminal, power line, connecting natural gas pipeline, condensate return pipeline, access road, and the use of existing shipping routes in BC coastal waters The KLNG Project includes the production, storage, and loading of LNG for marine transportation to overseas markets.

The revised KLNG Project advanced Compact E-drive design enables lower-cost operation, higher facility efficiency and availability with the lowest physical footprint per unit of LNG production, relative to other recent and proposed comparable global LNG project norms. In addition, the design concept includes an all-electric plant powered by clean, renewable hydroelectricity from BC Hydro, and will set the global standard for the lowest emissions intensity of any global large-scale LNG facility. This Compact E-Drive design has led to step change improvements, including substantial reductions in LNG unit costs, execution risk, and emissions, and more effective utilization of the Bish Cove site.

The proposed changes to the KLNG Project required a federal review by the Canadian Environmental Assessment Agency (CEA Agency now the Impact Assessment Agency of Canada) and a Notice of Commencement of an Environmental Assessment (EA) under CEAA 2012 was issued on August 20th, 2019. Also, on August 20, 2019, the federal Minister of Environment and Climate Change Canada granted substitution of the federal EA to British Columbia (BC) in accordance with the Memorandum of Understanding between the CEA Agency and the BCEAO on the Substitution of Environmental Assessments (2013)

The EA will focus on the changes to the “Approved KLNG Project” (i.e., the Kitimat LNG Terminal Project certified under EAC E06-01 last amended March 24, 2010), potential incremental changes and associated environmental effects.
